ACT Law Courts PPP
CPS was appointed to provide Project Director Services and manage the procurement and transaction process for the ACT Law Courts, the ACT’s first Public Private Partnership (PPP) project.
The primary requirement for the project was to deliver a new state-of-the-art facility for the ACT Supreme Court comprising of 4 Jury Courtrooms, 3 Civil Courtrooms and a Ceremonial Courtroom. The current Supreme Court was built in 1963 and is situated on one of the key axes of the internationally acclaimed Griffin Plan for Canberra. This, combined with the quality of its architecture and Wombeyan marble cladding, results in the significant heritage value of the existing building.
The new facilities are being constructed on the current site and will incorporate the retention of the significant heritage fabric of the existing building. In addition, the adjacent Magistrates Court will be integrated into the new building to create a fully integrated combined court facility.
Key features and challenges of the project included:
- Complex construction sequencing in an operating judicial environment
- Very constrained, brownfield site
- Existing facility life cycle risks to be transferred under the 25-year PPP contract
- High-profile pathfinder project within Government and external agencies; Heritage Council and National Capital Authority
